中文摘要: 大数据时代的管理挑战是由谁决策以及如何决策的问题。在企业层面,数据资源的重要价值尚未被充分发掘。数据治理作为新的信息资源管理模式受到广泛关注。大数据环境下的企业数据治理问题已经超越了现有高管的职责范畴,一种聚焦数据的高管角色呼之欲出。首席数据官(Chief Data Officer, CDO)是大数据时代的新兴管理角色。2003年以来,特别是金融危机之后,全球CDO需求骤增,在金融业、医疗卫生业及政府部门等迎来了任命CDO的热潮。阿里巴巴集团任命了中国国内企业首个CDO。CDO是如何创造组织价值的?高层梯队理论关于高管与组织绩效关系的研究存在挑战。本研究拟从CDO的角色内涵、角色价值两个方面建立CDO研究框架,探讨CDO对数据治理和组织绩效的作用机制。旨在进一步完善高层梯队理论,构建CDO的理论基础,为企业CDO的选择、权力分配,以及提高数据治理效率,改善组织绩效提供建议。

英文摘要: The managerial challenges of big data are its impact on how decisions are made and who gets to make them. The value of data assets have not been fully exploited within organizations. Data governance is getting recognized as a new management model of information resources. The problem of data governance in the era of big data is beyond the role of current C-level executives. A new executive who focus on data is needed. Chief Data Officer (CDO) is an emerging executive role in the era of big data. Since 2003, especially after the globle financial crisis, there is a trend of announcing CDO in financial industry, healthcare organizations and government agencies. Alibaba group is the first Chinese company announced a CDO position. Then how to create value through a CDO position? Based on upper echelons theory, the relationship between executive and organizational performance is still unclear. This project will propose a CDO research framework from two aspects: the role of CDO and the value of CDO. The impact of CDO on data governance and organizational performance will be discussed.
