中文摘要: 现有医疗资源的合理配置和有效利用是解决我国居民看病贵,看病难的瓶颈问题。根据国际经验,我国部分地区通过建立医疗联合体探索分级医疗、双向转诊和资源共享机制做了大胆的尝试。随着医疗卫生体制改革的不断深入,医疗联合体的构建将是医疗资源整合的必然趋势。然而,已组建的医疗联合体绩效如何?如何评价其系统绩效水平?绩效影响因素和关系何在?如何改善绩效?这些是当前、乃至将来一段时期内影响我国医疗联合体发展的重要问题。鉴于此,本研究提出将绩效评价概念引入医疗联合体的系统绩效评价中,在对绩效评价的概念内涵、价值目标以及评价的价值取向、评价模型、绩效影响因素与关系进行系统研究的基础上,构建绩效评价模型和影响因素关系模型,并结合实证研究提出系统绩效改善策略,为我国医疗联合体系统绩效评价和动力机制的形成提供技术支撑和理论依据,同时为绩效改善的政策制定提供参考,为促进我国医疗资源整合和有效利用提供理论基础。

英文摘要: Rational allocation and effective usage of existing health resources is bottlenecks to address the problem of soaring medical expenses and declining availability of medical services. According to international experience, some areas had made a bold attempt to build medical integrated care exploring classification and treatment, two-way referral and resource sharing mechanism. With the deepening of health system reform, medical intergraded care health care is a inevitable trend. However,what's the performance about established medical intergraded care? How to evaluate their system performance? What are the performance influencing factors and mechanism? How to improve performance? These are important issues for the development of China's medical intergraded care. In view of this , this project introduces the concept of a performance evaluation system to the performance evaluation of the medical association , studying the concept, the value of the target, and the values of evaluation,the evaluation model, the influencing factors of performance evaluation and mechanism about the performance evaluation, analyzing the theoretical performance evaluation system through empirical research, proposing the system performance improvement strategies, providing technical support and theoretical basis for the formation of the medical integrated care and promoting the reasonable integration and effective utilization of medical resources.
