中文摘要: 城市道路交通网络设计问题长期以来被认为是交通科学领域最难、最具挑战的问题之一。本项目以可交易信用为基础,建立可交易信用下城市道路交通网络设计问题的双层规划模型,并结合公平性原则,建立双层规划模型描述基于公平性的城市道路交通网络设计问题。在上述模型中,上层决策者选择最佳网络能力增量和信用收取方式使系统目标函数最大,且下层决策者满足用户均衡和信用市场均衡。利用最优化理论分析模型的最优性条件,构造有效的求解算法,并在算法收敛性分析的基础上进行数值计算以充分验证算法的有效性,同时探讨综合增加道路供给和降低交通需求这两个方面来研究缓解交通拥堵的城市道路交通网络设计方案。并从用户剩余和社会总福利方面分析比较考虑公平性前后的城市道路交通网络设计的结果,评价缓解交通拥挤措施的可行性和效率。本项目的研究有助于提高我国大城市交通系统应对交通拥堵的能力,为城市交通管理部门进行交通网络的规划和管理提供理论依据。

英文摘要: The urban road network design problem(NDP) has long been considered as one of the most difficult and challenging problems in transportation field. Based on the system of tradable travel credits, we will establish the bilevel programming model to describe the NDP with tradable credits. Then, combining with equity constraints, the bilevel programming model will be established to represent the NDP on the basis of the equity principle. Among above mathematical models, the upper level decision-makers choose the optimal network enhancement and the amount of charging credits to maximize the system's objective function by considering that the lower level decision-makers meet the user equilibrium and the credit market equilibrium. After analyzing the optimality conditions of the bilevel programming models by using optimization theory, we will propose the efficient algorithms to solve the above models. Then, the numerical experiments will be made to demonstrate the efficiency of the proposed algorithms by analyzing their convergence. In this study, we integrate increasing supply and decreasing demand to research the urban road traffic network design scheme of releasing the traffic congestion.
