中文摘要: 伴随机动车保有量的快速增加,机动车污染排放已成为我国城市空气污染的重要来源。鉴于交通出行结构的优化调整对于提高城市交通系统效率,缓解道路拥堵以及降低机动车污染排放等问题的重要意义和作用,本研究拟在深入辨识交通-环境耦合系统要素间的反馈关系,全面分析各种不确定性因素及其对决策影响的基础上,通过引入和整合区间规划、随机规划、模糊规划等方法,构建不确定性条件下环境导向的城市交通出行结构优化模型体系,以有效处理输入信息的多重不确定性,反映多目标、多层次和动态性等系统复杂性特征。该模型体系可被应用于我国典型城市的交通系统管理。基于模型的优化输出,进一步采用情景分析方法,以明确多政策情景下机动车污染物排放总量对城市交通出行结构调整的定量响应,为制定环境导向的城市交通出行结构优化调控策略提供理论支持和决策参考。

英文摘要: With a rapid increase in vehicle population, vehicle pollutant emissions have become an important source for urban air pollution in China. In order to improve the efficiency of urban transportation system, reduce road congestion and control vehicle pollutant emissions, the study will focus on travel mode optimization and related policy analysis for urban transportation system under uncertainties. On the basis of an in-depth characterization of the transportation-environment coupling system, the uncertain factors and their effects on decision making will be analyzed. Through introducing interval programming, stochastic programming, and fuzzy programming, a set of environment-oriented inexact optimization model for urban travel mode optimization will be developed to effectively deal with multiple input uncertainties and to reflect the multi-objective, multi-level and dynamic characteristics in the system. The method will be applied to a typical urban transportation system management. Then scenario analysis will be used for further analyzing the quantitative response of vehicle emissions to urban travel modes under multi-policy scenarios. The results will provide theoretical support for decision making, so that the optimized strategies will be generated for environment-oriented urban transportation system managemen
