中文摘要: 温室气体排放消减需要从能源-环境复合系统的综合管理角度来着手。部分能源模型研究虽能将温室气体减排问题耦合到区域能源-环境系统管理中来,然而对系统内部互动和多重不确定性问题的反映比较欠缺。着眼于此,本研究围绕着温室气体减排的目标,立足于可以承上启下的区域尺度能源-环境系统,系统辨识区域能源与环境系统的特征,耦合区域能源系统规划和环境系统规划的内容,深度剖析系统内部与外部存在的各种互动关系和系统复杂性;并集成本团队以及国内、外在不确定性优化理论与方法方面的最新研究成果,有效地处理区域能源-环境复合系统的不确定性规划问题;开发以区域温室气体排放控制为导向的能源-环境系统动态规划模型。进而结合我国政治、经济、社会、环境等方面的实际情况,形成具有我国特色的不确定性区域能源-环境综合系统规划模型,为我国温室气体减排和能源-环境系统的综合管理提供科学和可靠的决策支持。

英文摘要: To effectively control greenhouse gas emissions, various efforts need to be integrated within energy-environment compound systems. However, previous studies did not incorporate greenhouse gas emission (GHG) problems effectively, could not reflected the interaction and multiple uncertainties among the compound systems. This proposed study will focus on GHG emission control, conduct studies for a regional-scale energy-environment system, identify the characteristics of the compound system, integrate the contents of energy system programming and environmental system programming and investigate the multiple uncertainties and interactions among the compound system. Then we will incorporate the most current outcomes in uncertainty study of our team and all over the world, effectively handle the complexities of the compound system, and develop a GHG-emission mitigation oriented inexact dynamic programming model for energy-environment compound system management. Moreover, we will integrate the specific energy-environment characteristics of our country, and developed a compound inexact programming model for regional energy-environment system management and GHG emission control in our country.
