中文摘要: 城镇化与气候变化对基础设施系统不断产生冲击,而目前城市排水系统的规划设计方法难以确保系统在高度不确定的动态环境中始终维持较高的性能,导致城市内涝频发、污染控制不力,使得原本降低城市脆弱性的排水系统成为了城市的风险来源与安全隐患。因此,本研究以建立能够应对城镇化与气候变化的排水系统适应性规划设计方法与工具为根本目标,基于可持续发展理论与弹性基础设施理论,建立涵盖系统经济性、脆弱性及适应性的性能综合评估体系;突破现有系统规划设计方法,通过对系统技术可行方案与未来城镇化及气候情景的大样本采样与大规模模拟,评估不同方案在未来不同城镇化水平与气候条件下的性能;基于评估结果,识别系统规划设计参数与性能及未来城镇发展水平、气候条件间的关系,建立将城镇化与气候变化前置于系统规划阶段考虑的适应性规划设计策略。研究成果将直接服务于未来城市排水系统的科学规划与合理设计,为提高城市可持续发展能力提供重要支撑。

英文摘要: Urban infrastructure is facing the continuous shocks from urbanization and climate change. But for urban drainage system, the existing planning and design method can not guarantee the system performance normally in this highly uncertain dynamic environment, which leads to the urban flooding and water environment pollution. Urban drainage system has been transferred from the facility mitigating urban vulnerability to the risk source and potential safety hazard. Therefore, this study is to establish the adaptive planning and design method and tool for urban drainage system to cope with urbanization and climate change. Based on the sustainable development theory and flexible infrastructure conception, an integrated assessment model for urban drainage system performance is developed to describe the economy, vulnerability and adaptation of system. Breaking through the existing urban drainage system planning and design method, the large-scale sampling and simulation for technology feasible system schemes and future urbanization and climate scenarios is used to evaluate the performance of different system scheme in the different conditions of urbanization and climate change.
