中文摘要： 城镇化是现代经济生产率的重要推动力，更是促进空间知识溢出与区域创新能力的重要因素。城镇化的过程即为生产要素的空间集聚过程，而要素的集聚会带来正的技术外溢与扩散效应，从而促进集聚地的自主创新。本项目在现有研究的基础上，以中国城镇化进程与技术创新水平的发展特征为切入点，以城镇化与技术创新的内在关系为逻辑主线，在深入研究中国新型城镇化基本内涵和外部性特征的基础上，构建城镇化技术创新与扩散效应作用机理的理论分析框架；考察改革开放以来中国城镇化进程与技术创新水平的演变轨迹、发展趋势及区域差异，揭示中国城镇化进程与技术创新水平的内在联系；构建城镇化技术创新效应测度模型，量化中国城镇化的技术创新效应程度及其地区差异；比较不同等级规模城镇的创新能力和创新分工，探讨典型城市体系的创新扩散效应；提出稳妥推进城镇化进程和提高城镇化质量的协调政策，设计促进区域创新能力协调发展和各级城镇体系不断完善的引导政策。

英文摘要： Urbanization is not only an important driving force to the modern economic productivity, but also an important factor to promote spatial knowledge spillovers and regional innovation capability. The process of urbanization is the spatial agglomeration of the production factors, and the agglomeration can bring positive technological spillover and diffusion effect, thus promote regional independent innovation. Based on the survey of the existing literatures, starting with the development characteristics of China's urbanization process and technological innovation level, with the logical line of the inherent relationship between urbanization and innovation, this project would construct the theoretical framework for analyzing the mechanism of technological innovation effect of urbanization on the basis of the further study of basic connotation and external characteristics of China's new urbanization. This project also explores the development trend and regional differences of urbanization and technological innovation in China since the reform and opening up and reveals their inner relationship .And the project would construct the measurement model of urbanization's technological innovation effect and would do the empirical research on the effect and the regional differences of technological innovation of China's urbanization. Then, the project would compare the innovation ability and the difference of labor division among different scale cities and explore the innovation diffusion effect of urban systems. Finally, this project would put forward the macro coordination policies to promote urbanization steadily and improve the quality of urbanization, and design the guide polices to facilitate coordinated development of regional innovation capability and continuous improvement at all levels of the urban system.
