中文摘要： 项目以土地的生产要素性和社会生产活动空间载体功能为基础，借助主流经济学和空间经济学的研究思路和经济规律，认为土地政策参与宏观调控的机制主要表现在时空二维方面。 在时间维度的宏观调控中，本研究将土地要素从传统的凯恩斯国民经济均衡模型中剥离出来，通过土地投资乘数、物业税等变量分析了土地政策对于社会总供给、总需求、均衡国民收入的影响，明确了土地政策宏观调控关键在于土地供应量的调节和土地收益的合理分配。研究指出土地储备制度和土地收益分配政策是主要的调控工具，需要进行改革和完善。其中前者需构建我国土地银行体系、完善土地储备机构激励机制、增强土地出让方式的灵活性等创新，后者的关键在于土地增值收益的分配，需从完善租税费体系、明确土地产权主体收益、政府职能定位等方面进行创新。 在空间维度的宏观调控中，本研究认为聚集是空间影响宏观经济增长的主要路径，分析了聚集的具体影响机制，总结了聚集与空间结构、产业结构之间的规律。基于此，土地政策空间维度调控宏观经济主要有三条路径，据此土地政策调控工具可分为经济增长的土地调控政策、区域发展不平衡的土地调控政策以及产业发展的土地调控政策。并提出了相应的创新思路。

英文摘要： This project makes land's characters as the base, which includes two conditions that land is a factor and has the spatial carrying capacity. The author uses the methods and laws of classical economics and spatial economics, and makes a conclusion that it is in temporal and spatial ways that land policy regulates macro-economy. In temporal way to regulate, this dissertation draws land factor from classical Keynes macro-economy-equilibrium model, and points out the effect of land policy by land investment multiplier and land tax. A conclusion is made that the regulation keys are to adjust land supply and distribute land income fairly. Subsequently, the author expounds that the land reservation system and land income distribution policy are the main measures in this way, but they must be improved. About the former, this project gives some innovation suggestions that we must build land bank system, improve incentive mechanism to land reservation organization, and increase flexibility of the land-use-right assignment mode. On the latter, the innovation key is the land value-added distribution, and some suggestions are given that we must improve land tax system, protect land owner's right, reform the governmental functions, and so on. In spatial way to regulate, the project points out that agglomeration is the main way that space effects economy, analyzes the effect mechanism, and summarizes the laws among agglomeration, spatial structure, and industrial structure. And there are three ways for land policy to regulate macro-economy, and land policy can be divided to three kinds: land regulation policy on economic growth, regional imbalance growth, and industrial development. And innovation suggestion are given on the three kinds.
