中文摘要： 环保高投入与环境事件频发现象的鲜明对比表明，投入不足问题已不是环保的核心诱因。如何破解环境保护"发展-规制"两难困局是我国当前面临的亟待解决的问题。现有就环境规制问题的研究大多局限于单链条的规制机构、法规等规制体系，研究结论大多指向"规制无效"，忽视了制度因素对环境规制的影响。本课题基于中国环境规制现状，依托环境规制作用机制，研究地区竞争对环境规制影响的理论解释及其非线性效应。研究内容主要包括：一是现实观察，结合实地调研和案例分析，探寻可能影响环境规制的各项因素；二是理论解释，在掌握规制作用机制中公众参与、企业遵从及规制决策等参与主体行为选择的基础上，研究地区竞争对环境规制的内在影响；三是实证分析，利用空间计量、面板门槛方法等识别并分析地区竞争对环境规制影响的非线性效应；四是治理路径探析，根据实证影响结论，进行政策优化调整评估，给出破解环境保护"发展-规制"困局的路径优化建议。

英文摘要： Most existing researches on environmental protection dilemma of development & regulatory limited to a single chain of regulatory system such as regulatory agencies etc, pointing to the conclusions of invalid regulatory. Most of them ignored the impact of institutional arrangement on environmental regulation. Based on the status quo of environmental regulation and institutional backgrounds in China, this project examines action mechanisms of environmental regulation and its empirical tests under regional competition constraints. The study mainly includes four contents. First, combined with field research and case studies, it summarizes the dilemma of development & regulatory, explores the various factors that may affect environmental regulation. Second，it analysis the behavior selection of public participation, corporate compliance and regulatory decision-making, and then explores action mechanisms of environmental regulation on the condition of regional competitive. Third, robust nonlinear empirical analysis of impacts regional competition, public participation and corporate compliance on action mechanisms of environmental regulation will be established ,based on system uses of linear econometric, spatial econometric and panel threshold nonlinear econometric.
