中文摘要: 复杂的社会公共事务需要合作性公共治理,更多合作性治理要求公共组织寻求与之相适应的方法、工具、技术和战略,以提升其跨部门合作和整合的能力。本项目从推动公共组织跨部门合作现实出发,针对公共组织知识管理和跨部门知识共享理论研究的不足,提出“公共组织跨部门知识共享机理、绩效激励与实现机制重塑研究”课题,旨在实证调研基础上,采用多学科研究方法,从六个方面展开研究:(1)跨部门知识共享的现状及其障碍成因研究;(2)知识共享评价体系的构建与测度;(3)跨部门知识共享影响因素及其影响机理研究:基于组织视角;(4)跨部门知识共享与公共组织绩效关联性的结构化模型;(5)跨部门知识共享典型案例研究;(6)跨部门知识共享实现机制重塑研究。通过研究,以期探明组织特性对公共组织跨部门知识共享的影响机理及其对公共组织绩效的激励,重塑跨部门知识共享实现机制,丰富公共组织理论,为促进公共组织跨部门合作提供理论指导和决策参考

英文摘要: Complicated social public affairs need collaborative public governance . More collaborative public governance require public organization to seek correspondingly methods,tools, technology and strategy to enhance the capability of interdepartmental coordination. Based on current theoretical research on knowledge management and interdepartmental knowledge sharing and the aim of promoting interdepartmental collaboration among public organizations, the project “Study on incentive of interdepartmental knowledge sharing on public organization performance ” is planned to use multi discipline research methods on the basis of empirical research and study from five aspects:(1)current situation of interdepartmental knowledge sharing among public organization and the reasons of its obstacles;(2) construct and measuring of evaluation index system of knowledge sharing.;(3) theoretical modeling and empirical test of interdepartmental knowledge sharing in public organization based on organizational factor perspective;(4) structural modeling on association between interdepartmental sharing and organizational performance; (5) Typical cases study on interdepartmental knowledge sharing in public organization; (6) interdepartmental knowledge sharing realization mechanism remodeling in public organization. As a result, the project will find the influence mechanism of organizational factor on knowledge sharing and public organization performance motivation, remodel interdepartmental knowledge sharing realization mechanism in public organization. which not only richen public organization theory, but also provide theoretical guidance and decision-making reference.
