The New York City (NYC) youth shelter system is instrumental in providing housing, counseling, and other support services to runaway and homeless youth and young adults (RHY). There are various types of programs provided through these shelters: drop-in services, crisis-emergency housing, transitional independent living, and long-term housing services. These resources reduce the vulnerability of RHY to human trafficking, yet most shelters do not have sufficient funding to fulfill the entirety of their needs. This paper presents a Discrete Event Simulation model of a crisis-emergency and drop-in center for LGBTQ+ youth in NYC, which helps to analyze capacity shortages in the current system. The model uses a combination of secondary data collected from publicly available resources and primary data obtained in interviews with service providers and key stakeholder such as NYC Coalition for Homeless Youth. Potential capacity expansion interventions for crisis-emergency beds and case management are evaluated.
