中文摘要： 2008年10月，中国人民银行和银监会联合发布《关于加快推进农村金融产品和服务方式创新的意见》，创新内容的其中一项是农村土地经营权抵押贷款。随后在政府主导下，土地经营权抵押贷款试点地区开始陡然增多。土地经营权抵押贷款是农村产权融资的重要创新，其试点效果和影响如何，关系到该项信贷产品创新的可持续性，以及未来的可推广性，需要积极关注和跟踪研究。 本项目运用调研数据及其他数据资料，实证分析农村土地经营权抵押贷款的需求与供给；分别从金融机构和借款人层面评价农村土地经营权抵押贷款的效果和影响，获得关于土地经营权抵押贷款业务的可持续性和可复制性以及该业务面临挑战的见解；探讨土地经营权抵押贷款配套制度与保障机制，寻求促进机制。研究成果为土地经营权抵押贷款运行中问题的解决、金融机构业务推广以及新的试点提供理论参考和借鉴，为政府相关金融政策的制定、监管机构未来的监管以及相关的立法工作提供基本思路和决策依据。

英文摘要： In October, 2008, the People's Bank of China and the China Banking Regulatory Commission jointly issued "views about accelerating the innovation of rural financial products and services". One of the innovative contents is the mortgage loan of rural land operation right. Subsequently, under the guidance of the government, the pilot areas of the mortgage loan of land operation right begin to sharply increase. The mortgage loan of land operation right is an important innovation of the rural property financing. Its pilot effect and impact is related to the sustainability of the credit product innovation and replicability in the future. So, the mortgage loan of rural land operation right requires positive attention and follow-up study. This project, through the use of survey data and other data, empirically analyzes the demand and supply of the mortgage loan of rural land operation right; it also evaluates the effect and impact of the mortgage loan of rural land operation right respectively from the level of financial institutions and borrowers, and getting some insights about sustainability and replicability of the mortgage business of land operation right and the business challenges it facing.
