中文摘要： 粮食供需紧平衡的现状，"产粮大省（县）、财政穷省（县）"的现实矛盾，迫切要求我们对粮食补贴政策的效果做出客观全面的评判。本研究通过对全国2000多个县2001-2010年粮食生产、农民收入以及县级财政数据的实证分析，并结合对四个粮食净调出省区的实地调查，研究我国粮食补贴的做法和成效、积累的经验和教训；评价粮食补贴政策对粮食产量、对种粮农民的收入、对产粮大县的可用财力的作用效果；研究现阶段建立和完善粮食主产区利益补偿机制存在的突出矛盾和问题。通过定性和定量分析，从宏观和微观两个层面，揭示出粮食主产区利益补偿政策与农民收入、种粮积极性，与县级财政收入、政府抓粮积极性之间的重要关系，设计出适应新形势新需求的合理可行的粮食主产区利益补偿机制，为政府提供切实可行的粮食支持政策优化方案，以进一步调动主产区农民种粮、县级政府抓粮积极性，缓解粮食生产和经济发展之间的矛盾，保障国家粮食安全。

英文摘要： The situations of tight balance of grain supply vs. demand and granary province (county) with poor finance urgently require making an objective and comprehensive evaluation for the effect of China's grain subsidization policy. Through the empirical analysis with the data of grain production, farmers' income and finance income in more than 2000 counties from 2001 to 2010, and the survey of four net grain out provinces, this study summarizes the achievements, experiences and lessons of China's grain subsidization policy, and evaluates the policy effect on grain production, farmers' income and county finance income. Through qualitative and quantitative analysis, from macroscopical and microcosmic levels, this study plans to catch the relationship among benefit compensation policy, farmers' income and farmers' enthusiasm of grain cultivation, and the relationship among benefit compensation policy, county finance income and government's enthusiasm of grain cultivation, and find out the contradiction and problem for the current compensation mechanism for main grain production areas. This study plans to design a reasonable and feasible compensation mechanism for main grain production areas, and provide practical grain support policy optimization solutions for the government, in order to remission the contradiction betw
