中文摘要: 本课题以我国能源项目补贴为研究对象,以能源项目补贴的进入与退出时机选择问题为核心展开系统研究。(1)对我国"十一五"期间能源项目补贴政策和能源产业背景进行归纳与梳理,通过对被补贴能源项目的调查问卷设计及实地调研,识别和分析补贴政策与产业背景因素对能源项目碳减排的作用机理;(2)在经济不确定背景下,从微观维度研究能源补贴通过影响项目进入与退出对碳减排的直接影响效应,从宏观维度分析能源补贴对碳减排的直接影响效应及时滞特征;(3)在经济不确定和不完全竞争背景下,测算我国能源项目补贴合理结构,并分析能源补贴通过能源结构变动对碳减排的间接微观和宏观影响效应;(4)进一步,在能源补贴进入与退出的政策不确定情景设计基础上,模拟测算能源补贴进入与退出对碳减排的微观和宏观影响效应,给出能源项目补贴的进入与退出时机选择依据,为我国实现各阶段碳减排目标提供研究支持和政策建议。

英文摘要: This project rearches into the government subsidies of energy projects, and considers the entry and exit timing of government subsidies as the core research problem. (1) The government subsidies policies for carbon abatement during "11th five-year plan" period are collected and sorted. We design the investigation questionnaire to detect the energy projects subsidy mechanism. (2) In economic uncertainty, we show directly influence on carbon abatement from the energy subsidies in micro and macro dimension, and give the delay effect of directly influence. (3) In imperfect competition, we measures reasonable structure of China's energy subsidies, and simulation macro and micro indirect effect on carbon abatement from energy subsidies through the changes of energy structure. (4) We simulate macro and micro carbon abatement entry and exit effect, give entry and exit basis of energy project government subsidies. This research will pave the way to realize China's carbon abatement targets.
