中文摘要： 全面反映经济绿色增长、资源环境承载和政府政策支持的区域绿色发展研究框架是非常重要的，既符合国际的潮流，也是国家经济发展与转型急需。通过经济学理论与环境、资源、生态理论相结合，统计分析与绿色经济理论分析相结合，实地考察与问卷调查相结合，国内分析与国际分析相结合，是做好本课题的关键。.本项目将通过与西南财经大学、国家统计局中国经济景气监测中心等的合作，从理论架构、研究方法、评价指标体系、绿色发展实践调研等各个领域，在充分进行国际比较的情况下，进行创新性的设计和规划，将我国的绿色发展研究水平提升到国际领先水准，从而为中国乃至全球的绿色发展作出贡献。.本项目主要包括以下六个方面内容：（一）绿色发展的基本理论创新；（二）绿色发展水平评价体系构建；（三）绿色发展水平的测度与分析；（四）绿色发展的实地调研；（五）国内外绿色发展的经验与借鉴；（六）促进我国绿色发展的政策建议。

英文摘要： Fully reflecting of green growth of the economy, resource and environment carrying capacity, and government policies support is of great significance. It corresponds the world’s developing trend as well as meets the urgent demand of economy development and transforming of our nation. There are three keys for guaranteeing the success of this project: combining economics and environmental, resource, ecological theories; combining field research and survey research; combining local analyzing and international analyzing..With the cooperation of SWUFE (Southwest University of Finance and Economics) and CEMAC-NBSC (China Economic Monitoring and Analysis Center of National Bureau of Statistics of China), by carrying on creative designing and planning in the fields of theoretical framework, research methods, evaluation index system, and green development practical research after conducting sufficient international comparison, this project will elevate green development research of China to international leading level, and consequently prompt the green development of China and even of the world. .This project includes six main aspects as follows: 1. innovation of basic green development theory, 2. construction of green development level evaluating system, 3.measurement and analysis of green development level, 4. practical research of green development, 5. experience and reference of international and domestic green development, 6. suggestions on policies of promoting green development in China.
