中文摘要: 生态效率是衡量循环经济发展水平的重要指标。发展循环经济的目的就是要更有效地提高生态效率。超效率DEA方法具有能对DEA有效的决策单元进一步排序的优点。项目拟采用超效率DEA方法研究中国区域2000年-2011年的生态效率。首先,构建适合DEA方法和中国区域的生态效率指标体系,在此基础上,建立中国区域资源效率和环境效率的超效率DEA模型。其次,对相对无效的区域,给出从无效到有效的相关指标的调整量,并利用DEA方法中的BCC模型,结合超效率DEA模型的结果,分析是技术无效,还是规模无效。而后,基于改进的生态效率模型,给出各区域的生态效率,研究生态效率指标的选取和模型的选取对结果的影响。最后,用描述性统计和非参数统计方法对中国区域的资源效率、环境效率、生态效率进行时空比较和分析。项目的目的是为中国各地区循环经济的发展、生态效率的进一步提升、资源开发利用、环境管理等方面提供相关的政策建议。

英文摘要: Eco-efficiency is an important indicator of measuring the development level of circular economy. The object of developing circular economy is to improve eco-efficiency effectively. Super-efficiency DEA method has the advantage of sorting the DEA effective decision making units. The project uses the super-efficiency DEA method to study regional eco-efficiency of China from 2000 to 2011. First,the eco-efficiency indicator system is built,which is suitable for DEA method and China's region,and on the basis, we build the super-efficiency DEA models on resource efficiency and environmental efficiency of China's region. Second,for DEA ineffective regions, we give the adjustable results of relevant indicators. According to BCC model and the results of the above super-efficiency DEA models,technical ineffectiveness and scale ineffectiveness are investigated. And then,regional eco-efficiency is given based on the improved eco-efficiency model. The project studies the effect of the selection of eco-efficiency indicator and model on the results. Finally,we compare and analyze the spatial distribution characteristics on regional resource efficiency,environmental efficiency and eco-efficiency of China,through the methods of description and non-parameter statistics.
