中文摘要： 政策执行是公共政策过程的核心环节。政策执行呈现出多样性的特征对实现政策预期和提高政府治理能力提出了挑战。 在比较分析已有理论研究的基础上，本研究从中观层面构建了"制度激励-网络结构"分析框架，探寻政策执行多样性的影响因素和作用机理。本研究认为政策执行双重嵌入于制度激励和网络结构，制度激励变量以激励强度和制度相容为要素，解释相同制度情景下政策行动者的理性行为选择；网络结构变量中，以联结模式、关系强度和网络位置为要素解释政策行动者的嵌入性行为选择。 本研究选择不同领域的4个典型案例，通过过程追踪和相符性程序检验方法开展个案深描和案例比较的实证研究，解剖过程"黑箱"的内部作用机理，验证分析框架的解释力。 最后，在理论与实证研究的基础上，研究从制度设计和结构两个层面提出优化政策执行过程和机制、提高执行绩效的方向和政策建议。 本研究计划以参加国际学术会议、发表中英文期刊论文等方式交流和公布研究成果。

英文摘要： Policy implementation is the core issue of public policy process, which plays its important role of achieving policy expectations. It also serves as a key indicator for governance capacity. This study aims to build a meso-level theoretical framework to explain the diversities of policy implementation and to understand the logics of different models of policy implementation and outcomes of the same policy. The author constructs Institutional Inventives-Network Structure framework based on existing theoretical studies of policy implementation, and believes that policy implementation is simultaneously embedded in the institutional incentives and network structure, and the two variables influence the policy actors' strategies through different ways and mechanisms. The variables of institutional incentives, embodied by incentive intensity and institutional compatibility, explain the policy actors' rational choices within the same institutional condition; the variables of network structure explain policy actors' embedded behaviors using factors of interactive patterns, strength of relationship and network location. The study verifies the explanatory power of the Institutional Inventives-Network Structure framework based on four empirical cases in China.
