中文摘要: 本研究将采用排队论、复杂网络分析、文献计量学、空间经济学等方法研究大型科研仪器共享与配置的基本理论问题,尝试建立大型科研仪器资源配置的实证分析框架。研究以30种大型科研仪器为例,重点讨论在给定区域内大型科研仪器共享配置的三个基本问题:(1)最优规模问题,基于排队论方法,讨论在共享模式下,至多需要多少台仪器可以满足区域内的科研需求;(2)最优范围问题,使用网络分析及文献计量方法,讨论对于大型仪器区域中心来说,最少聚集管理多少种类型的大型科研仪器可以使管理成本最低、促成学术交叉与交流的可能性最大;(3)最优布局问题,借助空间经济学和优化方法,讨论在给定区域内,如何进行大型科研仪器或仪器区域中心所在地的空间选址,使得该区域内所有研究人员共享仪器的总成本最低。研究成果将从实证角度丰富现代科技资源配置与管理理论,并对大型科研仪器配置、共享模式设计、仪器中心选址等问题具有现实指导意义。

英文摘要: For improving the efficiency on the shared-use of scientific and technological research resource as well as establishing a theoretical and empirical analysis framework for the resource allocation on the large-sized scientific instrumentation(LsSI)and equipment, this proposal suggests combining "Queuing Theory","Complex Network Analysis","Bibliometrics","Spatial Economics" and such methods to solve the problems about the shared-use and resource allocation on large-sized scientific instrumentation. With the support of the empirical evidence of 30 types of large-sized scientific instrumentation, we tries to answer three basic questions: (1)On the optimized scale of shared-use LsSI. We try to apply queuing theory to model how many at least the LsSI are needed to meet the demand of researchers in a given district under the assumption of shared-use; (2)On the optimized scope of shared-use LsSI. We hope to use the methods of complex network analysis and bibliometrics to answer the question that how many kinds of LsSI at most should be centralized in regional equipment center in order to minimize the management cost and maximize the possibility of academic exchange; (3)On the optimized distribution of shared-use LsSI.
