中文摘要: 加快推进现代农业科技创新与管理,是实现农业增效、促进农民增收和确保农业安全的重要选择。项目在全面梳理国内外研究文献和大量调查、收集与整理相关数据资料的基础上,拟引入DEA、聚类分析法等相关计量分析工具,在对我国农业科技资源投入、配置结构及其效率进行宏观分析与判断的同时,深入解剖制约我国农业科技创新能力与效率提升的体制机制因素,系统探索有利于提升我国农业科技成果转化应用水平的模式创新与路径选择问题。同时,在微观层次上,将分别研究公共部门与研究私人部门的科技投入、创新能力、资源配置结构与配置方式,分析农业生产经营主体的技术需求及其对农业科技创新的作用机理以及在农业科技转化应用中的功能与角色,最终从科技投入、创新和成果应用的综观系统出发,设计并构建符合我国国情的现代农业科技发展创新的政策体系。

英文摘要: Accelerating the management and innovation of modern agricultural science and technology is an important choice to achieve agricultural efficiency, increase farmers' income and ensure agricultural safety. After a comprehensive review of domestic and foreign research literature, and massive survey, collection and sorting of related statistical data, econometric analysis tools including DEA, cluster analysis and others will be applied into a macro analysis and judgment of the investment, configuration structure and efficiency of agricultural science and technology resources. Then it will analyze deeply the institutional factors restricting innovation capacity and efficiency promotion of agricultural science and technology, as well as exploring model innovation and path selection problem conducive to transformation and application of agricultural scientific and technological achievements in China. Meanwhile, at the micro level, it’s also in the plan to study on the science and technology investment, innovation capacity, configuration structure and methods which is on the sector of the public and private, and technical demand of agricultural production and management, mechanism of its innovation as well as the functions and roles in transforming and applying agricultural science and technology. Ultimately, starting from the system of investment, innovation and application of science and technology, it will design and construct a modern agricultural technology development and innovation policy system in line with China's characteristics.
