中文摘要: 我国区域创新系统(RIS)的不完善性和创新功能的相对缺失成为制约我国整体创新能力和实力提升的瓶颈,而基于区域高等教育研究机构而形成的知识集群(KL)亦暂未能成为RIS系统运行的有效创新资源。本研究拟从不同区域层级来考察典型RIS的形成和作用机理,通过RIS能力演进与创新环境、特别是区域科教环境的相关性分析,和知识集群的嵌入性探讨,尝试构建适用于我国的RIS-KL嵌入性模型。在借鉴经典国家创新系统理论的基础上,设计具有更强开放性、协调性等特征的国家层面RIS。在知识集群案例研究中将引入科学计量分析方法,在典型RIS案例分析中将引入"质"的研究。研究的开展和相关成果的获得将对区域创新系统和知识集群的理论研究和方法论有新的贡献。同时,对我国在新的国际开放环境下开展创新活动将提供针对性政策建议。创新点有三:1,构建RIS-KL嵌入性模型;2,基于小世界性分析的RIS形成和作用机理;3,方法论创新。

英文摘要: The imperfections of China's regional innovation system (RIS) and the relative lack of innovative features as a constraint to China's overall innovation capability and strength of the bottleneck. The knowledge clusters based on High education Institure haven't been the effective innovation resources within the RIS.This study will investigate the formation and working mechanism of typical RIS cases from different regional level. Through the correlation analysis of the innovative environment,especially the regional STE(Science,Technology and Education) environment and evolution of RIS competition, then the embeddedness analysis beteween RIS and knowledge cluster, this study mainly wants to build a RIS-KL embeddedness comceptual framework and gives some policy guidelines. Based on learning classic theory of national innovation systems, we will try to construct the holistic framework of more openness, coordinated, operational and policy-oriented features of the RIS. In this study, scientometrics and "quality" analysis methods will be used in the case studies. Theory and methodology of the research carried out and results will be new contributions according to regional innovation system and knowledge clusters research fields.
