中文摘要: 石油化工码头运输、装卸、储存等作业环节是人、机、环境交互作用的一个复杂动态系统,其动态危险源不易辨识,容易疏于防范,导致重特大事故时有发生。目前石油化工码头动态模式下重大危险源辨识方法国内外研究较少,由于缺乏理论基础及技术支持,尚无国家统一标准,严重制约了我国石油化工码头安全、高效运行。本研究以天津港石油化工码头为研究对象,在对石油化工码头作业场所危险因素及国内外重特大事故原因分析的基础上,系统的开展石油化工码头运输、装卸、储存等动态作业模式下重大危险源辨识与预警研究,提出适合我国石油化工码头动态模式下重大危险源辨识评价方法;研究确定石油化工码头动态模式下可接受风险准则及动态分级方法;在此基础上,构建石油化工码头重大危险源动态安全预警模型。为我国石油化工码头重大危险源的有效监督和安全管理,实现从源头上规避石油化工码头重特大事故发生提供理论指导和技术支撑。

英文摘要: Fire and explosion serious accidents, which may result in the destruction of ship, the lost of life and the environmental pollution, would be caused by the hidden dangers with operating process in petrochemical port. It is important that the status of major hazard Installations are identified and earlier warned on operating process of the petrochemical port. The aim of the project is to suggest the method of major hazard installations identification and the model of early warning with operating process in the petrochemical ports. Firstly, the petrochemical port in Tianjin is selected to investigate the hidden major hazard Installations using the methods of field investigation and the accidents analysis that had happened at home and abroad. Secondly, the assessment method of major hazard Installations identification is constructed by use of the principle components analysis method and expert evaluation method,and so on. In additon, the acceptable risk criteria is determined on operating process in petrochemical port. Thirdly, the classification of major hazard Installations on operating process in the petrochemical port is proposed using cluster analysis method based on the above research.
