中文摘要： 在基本公共卫生服务项目实施过程中，由于体制的弊端和制度的不完善等，严重影响了社区卫生服务人员的积极性，甚至出现了观望性执行、选择性执行和象征性执行等不规范行为，既造成资源的浪费，也影响了政策目标的实现。因此，如何激发服务人员的积极性、创造性，如何约束不规范行为，已成为政府面临的重要而迫切的课题。 本研究基于政府与社区卫生机构之间的委托代理博弈关系，分析双方的利益诉求和行为特征；现场调查激励约束背景、需求偏好、影响因素、现存问题；运用博弈技术分析激励约束机制失灵原因；筛选出符合主客观需求的激励约束因素；再通过情景模拟现场调查，运用灰色关联分析确定激励约束的优先顺序，最终引入多准则决策分析理论设计适宜的激励约束机制及实现路径。研究结果可以为政府激励约束社区卫生服务人员提供政策建议和方法学依据，对保证服务质量、改善服务效率，促进基本公共卫生服务政策目标实现具有重要的现实意义。

英文摘要： In the process of implementing the basic public health care services, several impropriate behaviors such as wait-and-see attitude, selective action and symbolic action, which undermined the proactivity of the community health care service staffs, led to the waste of the resources and posed negative impact on the fulfillment of the set target of the policy on account of the flaws of the system and the regulations. Consequently, to stimulate the proactivity and creativeness and to bind those impropriate behaviors have become a pending issue that the government has to face up with. The study is reasoning based on the entrustment and agent relations between the government and community bodies to analyze the respective interests and behavioral characteristics and to investigate the binding background, preferences, effect factors and current problems, using game theory to analyze the reason that led to the failure of the binding mechanism in order to screen those stimulating binding factors in line with the subjective and objective demand, further simulating on-site investigation through real-life scenarios while applying grey-correlation to analyze and to find the prioritized sequence of the stimulating binders so as to finally introduce multi-criteria analyzing theory to design appropriate stimulating binding mecha
