中文摘要： )：本项目通过考察企业这一微观经济主体对地方政府一系列竞争行为的反应和后果，研究地方政府竞争对经济增长的微观作用机制，为"以政府主导经济发展和地区间政府竞争为特点的'中国模式'"的讨论提供证据。为了克服以往宏观研究的不足，本项目开创性的将国家统计局的大样本企业数据与其所在地的县级数据匹配，考察地方政府的税收和行政收费、土地出让、财政支出等行为如何影响企业投资、研发、出口、工人雇佣、税收缴纳等决策，以及如何影响生产要素在不同企业之间的配置，并考察政府治理和制度水平在这种影响中的作用。企业个体行为及企业间资源配置将影响到企业绩效，并最终决定地区经济增长。我们计划综合运用多种研究企业生产率、行业异质性、企业间资源错配的前沿技术。为解决识别问题，我们将探索利用自然试验，并采用断点回归、工具变量法等多种方法。本项目首次将政府治理和制度差异纳入到地方竞争的框架下进行分析，把政府竞争的研究推进到县级。

英文摘要： This project intends to study the effect of China's local government competition on economic growth, through the examination of firms' responses to local policies and the consequences on firm performance. As a complementarity to macro-level studies, this project innovatively matches the firm-level data with the county-level data to build a large micro-level firm-county matched panal data set. We plan to examine various compepition behaviors of local governments, including taxation, fees, land transfer, public expenditure, etc. We try to estimate the effect of such behaviors on firms' investment, R&D, export, employment, tax evaision, as well as the inter-firm resource reallocation. The role of local governance and institution quality will also be examined. As firms respond to local policies, the intra-firm adjustment and inter-firm resource reallocation will determine firm performance, and eventually determine local economic growth in the long-run. We will use various techniques to study firm productivity, industrial heterogeneity, and resource misallocation. In the meantime, we will try to address the identification problem by exploring possible natural experiments and using regression discontinuity design and intrumental variables methods.
