中文摘要: 在工业化和城镇化的双重转轨进程中,中国经济面临着向"资源节约型"与"环境友好型"的转变;在复杂的全球局势下,如何立足国情、着眼长远,在资源约束下,通过政策促进清洁技术进步,以此实现节能减排和可持续发展,是迫切而重要的研究问题。本项目将考虑内生技术进步和外生资源约束这两个重要因素,综合"自顶向下"和"自底向上"两类建模方法,对中国的能源-经济-环境系统建立动态一般均衡模型,并基于此对不同的减排政策机制进行研究。本项目在理论方法上有所创新,不但引入技术进步的内生机制以刻画减排政策对技术创新与扩散的影响,而且通过外生资源约束刻画耗竭性资源的稀缺和我国能源对外依存度较高的现实。本项目对政府决策和政策制定也有着积极的现实意义,通过设计多种与促进技术进步和节能减排相关的政策机制情景,基于以不同清洁技术作为微观基础的一般均衡模型,能够提供更为全面合理的政策评估,力求为我国减排政策设计提供科学的决策参考。

英文摘要: With the acceleration of industrialization and urbanization, China is now facing the pressure of building a resource-conserving and environmentally-friendly society. In the complex global situation, it's important and urgent to answer the question how to properly design and implement a series of policies and measures based on China's situation from a long-term point of view. In the presence of exhuastible resources, the proposed policies and measures aim to control and mitigate the emissions of greenhouses gases as well as to maintain a sustainable development by promoting the clean energy technologies. This project will take both endogenous technological change and exogenous exhaustible resource constraints into consideration. The "top down" and "bottom up" methodologies will be integrated to build dynamic general equilibrium models for China's energy-economy-environment system. Different scenarios of mitigation policies and measures will be designed and studied based on the proposed model. This project will make contributions to both theoretical modeling and policy applications. From the perspective of theoretical methodology, this project will introduce the endogenous evolution mechanism of clean energy technologies to depict how mitigation policies affect the technological change.
