中文摘要: 电力能源是经济社会发展的基础,但电力行业同时也是环境污染的主要来源。在电力需求持续增长和环境保护不断加强的双重背景下,如何在不断增加电力供给的同时有效减少电力行业的环境污染,是当前我国面临的重大现实问题。本课题首先基于多投入-多产出生产技术和非径向方向距离函数,在参数化估计框架下,构建环境生产率评估模型;然后基于大样本企业水平面板数据,对我国发电行业2000-2009年的环境效率进行评估,并应用Malmquist-Luenberger指数,对环境全要素生产率的动态变化趋势进行分析;然后采用计量回归方法,对环境效率的主要影响因素进行分析;最后结合我国的现实情况,深入探讨发电行业环境效率的提升机制和路径,并通过数值模拟方法,对不同政策组合的潜在执行效果进行评估。本项目的研究,不仅在环境生产率评估方法上有边际创新,而且可以为我国政府制定有效的产业和环境政策提供参考。

英文摘要: Power industry provides basic energy for economic and social development, but it is also the main source of pollution. With increasing electricity demand and more rigorous environmental protection, it has become an urgent task to find ways to reduce pollution emissions while keeping the electricity supply increasing. This program aims to find ways of improving environmental efficiency of China's power industry. To achieve this goal, an environmental productivity model is constructed based on multi-input multi-output production technology and non-radial directional distance function, which will be analyzed under the framework of parametric estimation. Then we will analyze the environmental efficiency of China's power generation industry during 2000-2009 based on a large sample of firm-level panel dataset. To investigate the dynamic change of the environmental total factor productivity, the Malmquist -Luenberger index will be used. Then we will investigate the impact factors of the environmental efficiency by using econometric regression methods. A variety of impact factors will be considered, such as ownership, market structure, environmental regulation, etc. At last, we will discuss the possible efficiency improvement mechanism and path for China's power generation industry.
