中文摘要： 服务业FDI外溢效应能促进西部服务业发展和对外开放。但西部服务业FDI投入受到信息壁垒严重制约，造成进入市场沉淀成本巨大、产业资金严重不足、投资活动低效等问题。目前对服务业FDI信息壁垒的研究存在评估因素考虑不全面，指标含义不清晰，评估与分析方法不科学等不足。本课题针对西部服务业FDI信息壁垒，提出一种基于模糊神经网络的全面多指标的信息壁垒评估体系与管理新方案，具体研究包括基于模糊神经网络模型，确立信息壁垒评价指标体系，通过智能优化进行属性选择和维数约简，确定关键指标；对比国内外和省区间信息壁垒约束强弱，定量分析信息壁垒对服务业FDI外溢效应影响；研究信息壁垒对服务业FDI的影响机制和规律，提出降低壁垒、扩大外溢效应的管理方案和政策建议。本项目拟以宁夏向西开放为背景，建立基于模糊神经网络的信息壁垒评估系统，旨在提高评估准确性，降低信息壁垒，提高服务业FDI效率，为政府决策提供科学依据。

英文摘要： The spillover effect of Foreign Direct Investment (FDI) can facilitate the development of western service industries and the process of westward opening-up. However, the efficiency of FDI in service industries is restricted, due to information barriers such as policy differences and asymmetric information. To this end, in this study, we research on the information barriers to FDI in services industries by fuzzy neural network model. Specifically, we establish an indicator system and explore the key indicators through a multi-variable choice model; by comparing the information barriers between home and abroad, we analyze the impact of information barriers on the spillover effect of outward FDI, the service industries, economic growth and the openness of areas; we summarize the influence mechanism and the rules of information barriers to FDI in services industries, and present some advices to reduce the barrier. In summary, with the background of open test area in Ningxia, we provide a quantitative analysis on the impact of information barriers to FDI in services industries, and propose practical suggestions as a solution.
