中文摘要: 本研究旨在系统界定资源安全管理内涵,解析管理目标冲突及其耦合机理,构建资源安全管理模型,评价现行资源管理制度的资源安全效应,设计资源管理制度创新的方向与框架。 1、提出了国家资源安全管理的概念、目标和对象,以及研究的基本框架。2、引入PSR和DPSIR模型,对资源安全管理中的目标冲突及其原因进行系统解析。筛选影响资源安全的驱动因子,予以进行定性和分类,量化描述各驱动因子对资源安全系统的影响程度,跟踪和表达各因子相互作用的过程,检视各因子对资源安全系统的作用过程和影响效果,模拟资源安全变化趋势,最终确认资源安全管理的目标和重点。3、基于利益相关者分析方法对资源安全管理目标冲突及耦合机制进行实证研究。对案例区资源开发过程中利益相关者进行识别,分析互动效应,提出保障资源合理利用、保障有关利益相关者权益的资源安全管理目标、手段和方法。4.尝试资源安全管理模型的系统设计。进行资源安全管理的压力-状态-响应扩展(PSR++)模型设计,并从体制、机制、法制及技术等四方面设计国家资源安全管理体系,通过案例研究对资源安全管理模型初步检验及校正。5、基于案例研究的资源安全管理制度创新方向与基本框架的设计。

英文摘要: This research is aimed to define natural resources security management (NRSM) systematically, analyze the conflict and coupling mechanism of management objectives and construct NRSM model. Meanwhile, the natural resources security effect of current natural resources management institution is also evaluated and the direction and framework of natural resources management institutional innovation are also designed. Concretion contents are as follows: First of all, the concept, goal and object of NRSM are put forth, and the basic framework of research is constructed. Second, Pressure-State-Response (PSR) and Driving-Pressure-State-Impact-Response (DPSIR) model are introduced to analyze the goal conflict of NRSM and its reason systematically. The driving forces influencing natural resources security are selected, described and classified, and the affection degree of each driving force to natural resources security system is quantized respectively, and the processes of interaction between each driving force are tracked and depicted, and then the mechanism and effect of natural resources security system influenced by driving force are inspected, and the trend of natural resources security is simulated, so the objectives and key points of NRSM are affirmed. Third, empirical study on conflict and coupling mechanism of NRSM objectives is made based on stakeholder analysis. Stakeholders of natural resources development in case area are also identified, and interactive effect is analyzed, and the objectives, means and methods of NRSM aimed to ensure the optimal use of natural resources and the rights and interests of relevant stakeholders are proposed. Fourth, it is attempted to design model of NRSM systematically. Pressure-State-Response extended (PSR++) model of NRSM is instructed, and system of national natural resources security management is designed from the aspects of institution, mechanism, legality and technology, and examination and adjustment are made to the model of NRSM according to the result of case study. Fifth, the direction and basic framework of NRSM institutional innovation are designed based on the case study.
