中文摘要: 基于概率的分项系数法是国际公认的工程结构可靠度设计的主要方法,但在近30年的实际应用中,该法已暴露出灵活性不足、可靠度控制粗略的缺陷,并在一定程度上影响到土木工程领域的发展。国际上正在探索的设计值法具有很大的灵活性,但在实用性和控制精度方面仍存在明显不足。项目将针对土木工程领域发展的要求,建立新的工程结构可靠度设计与评定的通用概率方法,不仅在作用概率组合、灵敏度系数优化、分项系数取值等方面取得理论上的突破,在工程应用中也将从根本上改进设计方法的灵活性和控制精度,使结构设计中可直接吸收新的统计结果,自由选择目标可靠指标和设计使用年限,直接建立新材料、新型结构的可靠度设计方法,并可直接用于评定既有结构的可靠度,使既有结构的评定亦建立在合理的可靠度理论基础上。该法有望从根本上克服现行设计方法在灵活性、实用性、控制精度等方面的缺陷,推动可靠度理论和设计、评定方法的发展,满足土木工程领域发展的要求。

英文摘要: Probability-based Partial Factor Method is recognized internationally as the main one of reliability design of engineering structures. However, it has been uncovered that the method is lack of enough flexibility and precision of reliability control in the practices in the past near 30 years, consequently, influences the developments of civil engineering to certain extent. Design Value Method being explored internationally possesses high flexibility, but obvious disadvantages are accompanied with in respect of practicability and reliability control precision. According to the demands of developments of civil engineering, the project aims at setting up a new general probability-based method of reliability design and assessment of engineering structures, which could not only get breakthrough in the theory on probability-based combination of actions, optimization of sensitive coefficient, and determination of partial factors, etc., but also improve radically in the practice on the flexibility and reliability control precision of reliability design method, making it possible in structural design that the up-date statistical results be adopted directly, the target reliability index and design working life be selected flexibly, the reliability design method be set up directly for structures of new materials or types.
