中文摘要: 本项目拟通过需求侧调节服务定价机制的设计,激励热负荷用户增加可调温度区间,降低电力公司的调节服务成本。首先,采用 Fanger热舒适理论构造用户的热舒适度模型和价格响应函数,基于电力市场快速调节信号的数据统计分析,建立电力公司的调节服务成本模型。其次,基于非合作博弈理论,分析多个电力公司的定价决策过程存在冲突的条件下Nash平衡策略的存在性、唯一性和Pareto效率,设计分布式迭代算法,实现平衡电价策略的分布式搜索。进一步,建立电力公司的分簇合作机制,提高平衡电价策略的Pareto效率;设计电力公司非合作行为的检测算法和惩罚策略,实现电力公司之间的合作激励兼容。最后,搭建仿真性能分析与测试平台,可实现用户可调温度区间的数据采集、存储与舒适度参数的拟合和需求侧辅助服务电价的分布式计算。本项目的开展可以进一步丰富和完善电力辅助服务市场的价格机制,并为需求侧调节服务的实际应用提供技术支撑。

英文摘要: This project aims to reduce the costs of the utility companies for regulation service. The consumers, which are installed with the thermostatically controlled loads, are encouraged to increase their adjustable temperature bands by pricing mechanism design for demand-side regulation service. First, the consumer’s comfort model and price-response function are obtained based on the Fanger thermal comfort theory, and the regulation costs to the utility companies are established based on the statistical analysis of the fast regulation signals in the electricity markets. Second, the noncooperative game theory is applied to analyze the pricing interactions among different utility companies, and the existence, the uniqueness, and the Pareto efficiency of the pricing strategy at the Nash equilibrium are studied. A distributed iterative algorithm is designed to search for the pricing strategy. Third, a cluster-based cooperation mechanism is designed to improve the Pareto efficiency of the pricing strategy, and the noncooperative behavior detection and punishment strategy are developed to implement the incentive-compatibility among the utility companies. Finally, a simulation platform is established to analyze and test the performance of the pricing strategy. The simulation platform can collect and store the adjustable temperature bands of the consumers, fit the parameters of the comfort function, and perform distributed calculation of the demand-side pricing strategy. The outcome of this project can complete the pricing mechanism of the ancillary-service markets, and provide the technical support to the application of the demand-side regulation.
