中文摘要: 耕地资源是稀缺资源、战略资源,保护优质耕地资源是世界各国共同的责任,也是学术界基本共识。传统观点认为,制度约束、技术因素和经济激励是保护耕地、遏制耕地非农化的最有效手段。然而现实结果显示,我国耕地资源非农化趋势非常严重,基本处于"市场失灵"和"政策失效"的状态。本研究认为耕地资源流失核心问题之一是对其价值理论认知的缺失,耕地资源非农化过程和驱动机理是其价值认知和定量评价的重要理论基础,耕地非农化价值损失响应机理是补偿决策的重要技术支撑。因此,本研究主要致力于以下三个方面:(1)耕地资源非农化过程模拟与驱动机理识别;(2)耕地资源非农化价值基础理论认知,耕地资源非农化价值损失评价理论与模型;(3)耕地资源非农化价值损失响应机理与补偿决策。本研究对进一步丰富地理科学、土地科学、资源科学的基础理论,对更好实现耕地资源保护、土地资源管理、耕地资源非农化补偿决策等应用都具有重要理论和实践价值。

英文摘要: Farmland resource is a scarce resource, a strategic resource. Protecting high quality farmland is a common responsibility of all over the world, as well as a basic consensus of academia. Traditionally, it was considered that the most efficient ways to protect farmland and restrain farmland conversion were institutional constraints, technical factors and economic motivation. However, the results showed that the farmland non-agricultural trend in China was very serious, almost in a situation of "market failure" and "policy invalidation". This study suggests that one of the core problems of farmland losing is the lack of cognition of its value theory.The process and driving mechanism of farmland non-agriculture is the important theory basis of its value cognition and quantitative evaluation. The response mechanism of value losing caused by farmland non-agricultural is the crucial support of compensation policy. Thus, this study focuses on the following three aspects: 1.The recognition of processing simulation and driving mechanism of farmland non-agriculture; 2.The basic theory recognition of the value of farmland non-agriculture, the evaluation theory and model of value losing caused by farmland non-agriculture; 3.The response mechanism and compensation policy of value losing caused by farmland non-agriculture.Thi
