中文摘要： 房地产业稳定健康发展对国民经济平稳快速运行具有十分重要的意义，而房地产开发企业作为房地产业的市场主体，其生产活动具有高风险特征，同时作为典型项目型企业，兼具"企业风险"和"项目投资风险"双重特征，其风险管理系统具有分布式特点。目前，房地产开发企业风险管理研究难以满足实际需求，很有必要建立科学的房地产开发企业全面风险管理体系。本项目以实现房地产开发企业对风险的"实时监控、预警和快速处理"为目标，以风险管理现状调研和政府、房地产开发企业、消费者三方的利益博弈分析为依据，识别企业风险管理基础和需求，分析了房地产开发企业基本运营状况及业务特征，在企业风险管理战略指导下，提出了一套完整的风险管理流程，进而建立了企业总部和投资项目两个相对独立的风险管理分部体系，在Multi-agent思想指导下实现了集成，形成了房地产开发企业全面风险管理体系，为企业风险管理活动提供了组织基础和制度保障。本项目还开发了房地产开发企业风险管理系统软件，将风险管理体系具体化，实现了风险管理活动的智能支持。本项目研究成果可推广到具有类似特征的其它企业，为企业管理风险提供借鉴。

英文摘要： Stable and healthy development of real estate industry is of great significance to the rapid growth of national economy. As the market entity of the real estate industry, the production activities of the real estate development enterprise are highly risky. Also, as the typical project-oriented enterprise, the real estate development enterprise possesses both features of "enterprise risk" and "project investment risk", and its risk management system has distributed characteristics.Currently, it is necessary to establish scientific and comprehensive risk management system of the real estate development enterprise for the study of which are rare and insufficient. In order to help the real estate enterprises to achieve "real-time monitoring, early warning and rapid responsiveness to risk", this project had identified the basis and demands of enterprise risk management, analyzed the basic operational status and service features based on the current status of risk management as well as the game analysis among government, real estate development enterprise and consumers, and had brought up a whole set of risk management procedures under the guidance of enterprise' development strategy. Then the two relatively independent distributed risk management systems including enterprise headquarters and investment project were established and integrated under the guidance of Multi-agent, thus formed the comprehensive enterprise risk management system of the real estate development enterprise, which provided organizational foundation and system security for risk management activities. Finally, the risk management software of the real estate development enterprise had been developed to reify the risk management system, and to provide intelligence support for risk management activities. The research achievement can also be extended to other enterprises with similar characteristics, and be used for reference to enterprise risk management.
