中文摘要: 基于移动互联网人脸识别对国家安全、国民经济、科学研究和新疆地区的反恐维稳、长治久安等有重大的意义。针对传统的人脸识别方法对特定民族的不足及对移动环境的适应性不强,课题提出利用移动互联网的优势进行特定民族人脸识别。主要研究内容:基于移动互联网的维吾尔族人脸识别架构研究;智能移动终端人脸特征描述可行性分析与方法;高效人脸特征参数的可分级传输原理与方法;基于移动终端可分级传输参数的人脸确认方法研究。创新点:针对新疆维吾尔族人脸的特点建立分级特征参数描述机制,为可分级传输奠定基础,并进而提出人脸特征参数的可分级传输理论与方法,提升针对无线信道时变特性的人脸识别性能;提出基于重要区域重采样的人脸识别方法以提升重要区域在新疆维吾尔族人脸识别中的判别力。本课题将在理论和技术上有所突破和创新,利用全民参与的优势,为实现实时、高效的新疆维吾尔族人脸识别奠定基础。

英文摘要: Face recognition based mobile networks has crucial significance for national security, national economic, scientific research and long-term stability of the xinjiang region. The traditional face recognition approaches usually built on the fixed devices which have several shortcomings: not for a specified national and not suitable for mobile environment. Thus a new face recognition approach and system are proposed for xinjiang uygur and based on mobile networks in this project. The main research contents are as follows:1) study on designing mobile network based Uighur people face recognition framework and building a Uighur people face database;2)study on effective face region description approaches based on mobile devices for the Uighur people; 3) study on the scalable face feature transmission approaches for robust face recognition; 4)study on face recognition based on the received scalable face description parameters from mobile networks. Innovation points:1) method of the face description and recognition for xinjiang uygur which lays the foundations for scalable parameter transmission over wireless networks; 2) scalable face feature parameters transmission approach which can maximize the final face recognition performances under specified wireless network environment; 3)important region resampling based face
