中文摘要： 政府政策本质上是执政官员动机的结果体现。官员异质性会导致政府政策上的偏好性差异，进而影响企业微观行为。在缺乏法律保护制度的强政府干预背景下，非正式制度因素也会影响支持经济增长的微观企业行为。因此，企业如何应对官员异质性与非正式制度的影响，便构成了其战略决策的重要方面。本课题以政府治理理论发展和中国现阶段非正式制度特有的复杂多样性对理论创新的需求为导向，在提出并界定官员异质性、官员质量等核心范畴的基础上，突破官员同质性的研究困境，在政治权力转移框架下，考察作为正式制度安排的官员治理和作为非正式制度的社会信任对企业资源配置效率的影响，据此对引发诸多治理问题的中国企业决策与治理机制进行阐释。本项目创新之处在于揭开正式制度、非正式制度与微观企业行为之间的黑箱，深化认知影响微观资源配置的路径通道及制度决定，为转型中我国企业的可持续成长提供制度保障，为企业适应政治生态环境选择合理的战略提供思路。

英文摘要： The policies of government embody the results of administrative officials' aims. The heterogeneity of officials can result in differences on the policies preference, further the microcosmic behaviors of firms. Under the background of the insufficient protection of laws and institutions, along with the tough disturb of the government, informal institutional factors can affect the microcosmic behaviors of firms, too.Therefore, how to treat the impact of heterogeneity of officials and the informal institutional arrangement is an important aspect of the strategic decision. Using the need of the development of government governance and the theory innovation of informal institution as a guide, based on the definition of the heterogeneity and quality of officials, breaking through the research dilemma of homogeneity of officials, this project investigates the impact of the social trust, which is taken as institutional arrangement of officials' government and the informal institutional arrangement, on the efficiency of resources allocation. According to these, many problems are explained in system of decision and discipline in firms. The contribution of this project is to open the black box of formal institution、informal institution and microcosmic behaviors of firms, further affect the path and institutional decision of microcosmic resources allocation in firms and provide institutional safeguard of continuous development in transformation and the line of thinking of strategic choosing in order to make firms suit the ecological environment.
