中文摘要: 低碳工业园区规划是低碳规划设计理论的重要专题之一,既需要满足低碳城市规划的相关政策规范要求,又要符合国家低碳经济发展和相关产业低碳化发展方向,在发展低碳经济和建设低碳城市方面具有良好的应用前景。本项目拟通过理论分析和案例实证分析、定量分析与定性分析相结合,建立工业园区碳排放量计量分析系统,对工业园区低碳规划进行测度和控制。构建低碳工业园区规划所需的碳评价控制指标体系,实现工业园区碳排放量、经济产值以及环境效益的综合平衡目标。探究工业园区与城市建设、经济、社会、环境等均衡协同发展的规划控制理论、技术和方法,得出实现工业园区低碳规划的控制机理及控制方法与实施路径,解决工业园区无序发展和污染环境等突出问题。突出低碳工业园区规划专项的规划主题,注重其与低碳城市规划的联动性。弥补低碳工业园区规划技术、理论、方法方面的不足。丰富低碳城市规划的内容、理论和方法,为城市规划科学决策提供依据。

英文摘要: The low-carbon industrial park planning is one of the important topics of low-carbon planning and designing theory, which not only should meet the requirements of relevant policy standard of the low-carbon urban planning, but also should conform to national low-carbon economic development and the low-carbon developing direction of related industries. It has a good application prospect in developing low-carbon economy and building low carbon cities. The measurement analysis system of carbon emissions will be raised in the project by the method of combining theoretical, case empirical analysis with quantitative and qualitative analysis to measure and control the low-carbon industrial park planning. The carbon evaluation index system which the low-carbon industrial park planning requires will be established, to achieve the synthetical balance target of carbon emissions, economic output and environmental benefits in industrial parks.
