中文摘要: 交通噪声已成为严重影响居住生活品质的污染因素。欧美各国在城市规划层面对交通噪声防治开展了大量研究。1998年美国联邦公路管理局(FHWA)提出与噪声兼容的土地利用总体规划(NCP),2002欧盟提出《欧洲环境噪声指引》(EU Directive2002/49/EC)并在规划中付诸实施。国内既有的交通噪声防治研究多局限在微观层面,尚未在城市宏观层面展开系统研究。在城市规划层面,导致道路交通噪声有效评估的缺失和防治技术的缺乏,致使规划编制成果较少涉及交通噪声防治内容。本课题面向城市规划,在声学领域筛选出规划相关的道路交通噪声影响要素,探求基于量化分析及实例研究的交通噪声预估方法;通过土地利用、路网体系、噪声防护屏障、高要求区域的重点防护等方法形成有效的技术措施;将预估方法与技术措施落实在总体规划、综合交通规划、控制性详细规划及修建性详细规划实施相关的细节中,构建住区声环境保障体系。

英文摘要: Traffic noise seriously affect the living quality.Europe and the United States has made a great deal of research to prevent traffic noise in urban planning field. In 1998 the Federal Highway Administration put forward "Noise Compatible Land Use Planning" (NCP).In 2002 European offers "EU Environmental Noise Directive"(EU Directive2002/49/EC) and then implement in the urban planning level.The existing research on traffic noise prevention is limited in the micro level, while not carry out system research in macroscopic level. Thus lead urban planning lacking an effective tool to assess road traffic noise, and lacking the road traffic noise control technology support system in residential land. Meanwhile the domestic urban planning achievements involve less traffic noise prevention.The research project choose elements related to road traffic noise in the acoustic field from the perspective of urban planning, and explore the traffic noise prediction method based on quantitative analysis and case studies; then form the effective technical measures though land use, road network system, noise protection barrier, key protection for high demand region; finally put the traffic noise prediction method and technical measures into master planning, integrated transportation plan, regulatory detailed planning,construction
