中文摘要： 农民工市民化进程缓慢，主要在于农民工市民化成本的分担机制没有理顺。本项目通过对农民工全生命周期的考察，分类测算全国、省以及典型城市的农民工市民化成本，且从公共成本、市场成本与个人成本三个层次分析了农民工市民化的成本结构差异，根据成本结构差异进一步研究中央政府、地方政府、用工企业、农民工对市民化成本的分担。在此基础上，结合全国、省以及典型城市的财政能力编制相应的农民工市民化成本预算平衡表，结合中央政府、地方政府的财政能力与用工企业、农民工个人的资金能力编制相应的农民工市民化成本预算平衡表。根据预算平衡表的盈亏情况，研究探索优化成本分担与资金筹措的制度创新思路与总体政策框架。

英文摘要： The slow citizenization of migrant workers, mainly because the mechanism of share cost of citizenization of migrant workers is invalid.The project separately calculate the national, provincial and typical city' cost of citizenization of migrant workers，based on the consideration of the whole life cycle of migrant workers; According to the differences in public costs, marketing costs and personal costs, the project study the sharing cost between the central government, local government, enterprises and migrant workers. On the basis, combined with the national, provincial and typical city' financial capacity, the project establish Corresponding budget balance sheets for cost of citizenization of migrant workers; combined with the financial capacity of central government, local government, enterprises and migrant workers, the project establish Corresponding budget balance sheets for cost of citizenization of migrant workers. According to the profit or loss of budget balance sheets, the project point out the innovative ideas with the overall policy framework to optimize the cost sharing and funding system.
