中文摘要: 我国碳排放总量位居世界第一,其中煤炭消耗产生的二氧化碳占全国碳排放总量的80%左右。在当前低碳经济背景下,我国承担着艰巨的减排任务,需要全国各微观经济体尤其是耗煤企业的协同努力。基于此,本项目采用理论分析和实证研究相结合的研究范式,通过引入技术进步中间变量,展开煤炭价格对企业碳排放影响机理及其行为动态演化的系统研究:首先,对"煤炭价格-碳排放"内在关系进行静态分析以揭示其影响机理,并通过建立企业碳排放行为演化模型,对企业碳排放行为演化路径进行动态分析。其次,以电力企业为例,在对技术进步刻画的基础上,就煤炭价格对电力企业碳排放的影响关系及其行为演化过程进行实证检验。最后,通过对现行煤炭价格或企业节能减排等相关政策的综合评价,研究设计出切实可行的企业碳排放行为调控政策体系。以上研究将为煤炭价格的调整策略及节能减排政策提供合理依据,也将为我国以煤为主的能源发展战略的正确选择提供有益的参考。

英文摘要: The total amount of carbon emission in China ranks No.1 in the world, and the emission of carbon dioxide produced by coal consumption accounts for about 80%. Under the condition of low carbon economic, our country undertakes the arduous task to reduce the carbon emissions, which requires the microscopic economic subjects especially the coal-consuming enterprises to concerte their efforts. By the way of combining theoretical analysis with empirical research, we systematically study the dynamic mechanism and the evolution behavior of coal price on carbon emissions through the introduction of technology progress intermediate variables. First of all, we reveal the influence mechanism by the static analysis on the intrinsic relationship between coal price and carbon emissions, and dynamically analyze the evolution path of carbon emitting behavior by means of the evolution model of the behavior. Secondly, based on the description of the technology progress, we carry out an empirical test on the relationship between the impact on the power enterprises emissions coal price and its influence by taking the electric power enterprise as an example. Finally, we comprehensively evaluate the current policies such as coal price mechanism, Energy-saving or emission reduction policies, then we design the feasible policy system of
