中文摘要: 科技创新的负向影响与新兴技术治理挑战引发研究与政策对责任式创新的关注。作为创新的新兴范式,责任式创新呈现学科交叉性与应用多样性,强调创新过程与结果在反映技术优势与经济效益同时,符合道德伦理可接受和社会期望满足。现有研究多关注责任式创新概念讨论、分析框架建构、和特定方法的应用实践,缺少对其共性理论基础的分析,以及其对行为主体作用机理的讨论。本项目聚焦责任式创新“是什么”、“溯源与共性理论基础是什么”、“如何作用”三个基本问题,输出理论研究增量与政策启示。基于文献定性研究与科学计量学定量分析,项目辨析了责任式创新作为理论概念与政策概念的异同,并搭建结构化框架,探讨责任式创新研究溯源与共性理论基础;基于大样本实证统计分析,项目讨论了责任式创新情境要素作用下民众对科技创新的认识和满意机理;基于复杂性理论三要素协同仿真研究,项目讨论了责任式创新影响下政府、产业组织、研究主体三方的动态演化过程与机制。

英文摘要: The negative impact of science and technology and challenge of emerging technology governance trigger the attentions on responsible innovation from both academic and policy perspectives. As an emerging paradigm, responsible innovation performs cross-disciplinary and application diverse, indicating the process and result of innovation should not only focus on technology advance and economic effect, but also acceptance of moral ethics and satisfaction of social expectations. Previous responsible innovation studies discuss the connotation, analysis frameworks, and applications of specific approaches, and lack the analysis and discussion of general theory foundation and mechanism of responsible innovation. This project focuses on three questions of responsible innovation, involving “what is responsible innovation”, “the origin and general theory foundation of responsible innovation”, and “the mechanism of responsible innovation”, and output theoretical research increments and policy implications. Based on qualitative literature review and quantitative scientific metrology, the project analyzes the connotation similarities and differences of responsible innovation between theoretical and policy perspectives, and build structural framework to discuss the research origin and general theory foundation of responsible innovation; Based on large sample statistical analysis, the project analyzes how responsible innovation influence cognition and satisfaction of citizens on science and technology; Based on three-factor synergistic simulation analysis upon complex theory perspective, the project discusses how responsible innovation influence the dynamic evolution process among three actors like government, industrial organization, and research actor.
