中文摘要: 我国马铃薯主粮化战略是新形势下国家粮食安全的重要保障。是否能成为主粮,关键的决定因素之一是要看该作物能否在比较大的区域内大规模进行生产;因此,马铃薯主粮化战略的推进应着眼于生产布局的优化。本项目从空间布局视角为切入点,首先采用空间自相关检验方法对我国马铃薯生产区域专业化布局的时空特征及演进趋势进行分析,并以美国为对象,比较两国马铃薯生产布局的相似性和差异性;其次,基于宏观统计数据和农户调查数据,分别运用空间计量经济模型和结构方程模型,实证研究我国马铃薯生产区域专业化布局形成的影响因素;然后,构建超对数随机前沿生产函数,分析我国马铃薯生产区域专业化布局对生产率的影响,并根据波特的钻石理论模型,验证其对产业竞争力等方面的影响。最后,结合以上的研究结论,提出进一步优化我国马铃薯生产区域布局的具体模式与政策建议。

英文摘要: Potato staple strategy is very important to China’s food security under the new situation. Whether the crop can be the staple food depends on it could be planted in the large scale of big area. Therefore, potato staple strategy should focus on the optimization of production distribution. From the perspective of spatial distribution, the study first analyzes temporal and spatial characteristics and evolution trend of China's potato production distribution by using the spatial autocorrelation statistics measure, and takes the U.S.A as the object to compare the similarities and differences of potato production distribution between two countries. Secondly, the study bases on the macro statistics data and farmers survey data to analyze the influencing factors of potato regional specialization distribution formation by using the spatial econometric model and structural equation model respectively. Then, the study constructs translogstochastic frontier production function to analyze the impact of potato regional specialized distribution on the productivity, and verifies the impact on industrial competitiveness according to the theory of Porter's diamond model. Finally, combination of the above empirical findings, this study proposes the pattern and policy recommendations for optimizing the regional distribution of potato production in China.
