Developing low-carbon economy is not only a significant adjustment of development strategy, but also the only way for China to achieve sustainable development. Facing the tremendous pressure of energy saving and emission reduction, carbon emission control and trading has been putting into practice. In the effort to make a low-carbon development, spun-dyed yarn technology, which has changed the traditional production process by dyeing yarn first, has been used recently. However, the changed processing makes the enterprise further away from the market and faces more risks. Besides, their products have no competitiveness due to the lower level of low-carbon consumption consciousness. To optimize the operation of this kind of textile supply chain, we firstly analyze the characters of the supply chain and the consumer purchase behaviors. Then, we do research on this kind of risk and found production model, order and purchase model. After that, we will study how carbon emission control and trading affects the operation decision of the supply chain. Finally, analysis the problem that the government how to formulate a scientific and rational low-carbon environmental policy. The project will also study the impact of this environmental policy on the supply chain. Our research will expand the research fields of low carbon supply chain management and also be helpful for the supply chain decision and government management.
