中文摘要: 随着全球生态与环境问题日益严峻,人类生活和社会发展面临严重制约和影响,我国提出需划定生态红线作为保障区域生态安全的基线以及区域经济社会发展与环境保护的生命线,但目前生态红线区划、监测与评估指标体系的研究尚处于起步阶段。本项目面向空间知识服务研究构建生态红线指标体系的方法。基于向量空间模型表示方法,以生态红线用户为中心,构建不同决策任务类型的生态红线指标体系需求模型;基于本体技术构建生态红线知识表示模型和生态红线知识库组织结构,并将生态红线知识实例映射到知识库存储;开发在线生态红线指标体系管理工具,面向定性和定量混合的生态红线指标体系提取服务,从生态红线知识库中提取相关指标体系知识,并与相应地理空间数据和处理服务进行服务组合,实现指标体系构建服务功能。以神农架林区作为研究案例,构建林区生态红线区划、监测与评估指标体系,为林区生态红线相关政策制定提供科学依据。

英文摘要: As the global ecological and environmental problems become increasingly severe, people's lives and social development face serious constraints and impact. China has proposed the need of the ecological red-line is of great significance to protect the regional economic and social development, and regional ecological safety. But the research on indicator system for ecological red line division, monitoring and evaluation is still in its infancy. This project studies using geospatial knowledge service to construct the indicator system of ecological red-line. Establishing ecological red-line indicator system requirement model from different decision task types based on vector space model representation. Building ecological knowledge representation model and organizational structure of the red-line library based on ontology technology. And the ontology instances are mapped to red-line knowledge library storage. Developing the ecological red-line indicator system management tools, and extracting indicator knowledge from ecological red-line knowledge library, according to the relevant qualitative and quantitative knowledge extraction services, and compositing with related geospatial data and processing services to achieve geospatial knowledge services for indicator system establishing. Using Shennongjia forest region as the.study area to build forest ecological red-line monitoring and evaluation indicator system, and provide a scientific basis for policy-making related to forest ecological red-line.
