中文摘要: 本项目综合运用物流系统、港口运输规划管理、应急管理等的相关理论,构建非常规突发事件下港口-腹地物流运输网络弹性的测度及优化模型。首先,分别对系统的三个组成部分(港口运作系统、腹地物流运输网络、港口-腹地物流运输网络)的结构、构成要素及运作模式进行深入分析,为整个系统的弹性研究打下坚实基础。其次,在第一步分析的基础上,提出影响港口、腹地物流运输网络及整个系统的弹性指标,对其进行量化并构建弹性测度的数学模型。第三,采用随机规划方法,构建非常规突发事件下各系统的弹性优化模型,并对其进行求解,分析影响系统弹性的决策变量及其影响机理,为优化港口-腹地物流运输网络系统在灾前准备-灾后恢复阶段固定预算的投资配置、并提升该网络系统的弹性水平提供理论依据和政策启示。

英文摘要: This project integrates theories on logistics systems, port and transportation planning management, and emergency management,to establish resilience measurement and optimization models of port - hinterland logistics transportation networks under unconventional emergency events. The project consists of three main parts. First, it analyzes structures and operational mechanisms of three components of a system: a port, a hinterland and logistics transportation network, and a port-hinterland logistics transportation network as a whole, respectively. Second, it constructs mathematical models measuring resilience of a port, a hinterland logistics network, and port-hinterland as a whole system, respectively. Third, it formulates ans solves resilience optimization models by adopting stochastic programming methods. The projects aims to provide some important theoretic foundations and policy implications for optimal investment allocation of a fixed budget between preparedness and recovery stages, and enhancement of resilience level of port-hinterland logistics transportation networks under unconventional emergency events.
