中文摘要： 本项目紧扣卫生决策支持系统建设的内涵、架构、功能、应用、管理等理论问题，运用情报学、管理学、计算机科学与软件工程等方法，完善卫生决策支持系统相关理论，明确卫生决策支持的内容要素及相互间关系；紧密结合当前医药卫生体制改革和卫生事业发展的实际需求，以卫生行政管理人员为目标人群，分析卫生管理决策支持系统的数据特点和要求、数据质量的控制流程与机制、主要的决策分析模型以及与国家卫生信息化发展规划的结合方式，并在此基础上以公立医院绩效考核、新型农村合作医疗分析评价、卫生总费用分析预测和全国卫生统计指标分析四个模块为切入点，开发系统原型进行用户使用，对卫生决策支持系统的相关理论进行实证研究，为我国卫生决策支持系统应用与发展及国家卫生科学决策支撑体系建设奠定基础。

英文摘要： Using the method of information science, management science, computer science and software engineering ,this project is aim to improve the health decision support system(HDSS) theory and clarify content and the relationship of the health decision support elements, which is closely linked to the HDSS construction, connotation, structure, function, application, management.In close connection with the actual needs of the current medical and health system reform and health development, aiming at providing decision support for the health administrative personnel,the project analyzes the data characteristics and requirements of health management decision support system, control processes and mechanisms of data quality, the main decision analysis model and the combination mode with the national health information development planning. On the basis of the above, putting the four modules of public hospital performance appraisal, analysis and evaluation of new rural cooperative medical care, total health expenditure analysis and forecasting, and national health statistical indicator analysis as a starting point to develop the prototype of the system that provides service for users and carry out empirical research on the relevant theoretical system of HDSS, to lay the foundation for the application and development of HDSS
