中文摘要: 本项目以服务我国应急管理决策环节为研究导向,以构建非常规突发事件案例推理的理论与方法为研究目标,运用系统科学、灾害学、管理学、信息科学、心理学、应急管理理论等开展学科交叉研究,构建非常规突发事件案例推理的基本模式,探讨突发事件情景演化下案例快速检索适配的原理与技术,建立历史案例和事件实时信息的融合机制及事件特征信息挖掘的技术方法,设计面向应急决策者需求的案例推演流程及案例库效用评估模型,揭示人机交互条件下基于案例推理的 “提示-顿悟“机理,以人工智能技术方式实现应急平台决策需求和案例推理过程的动态交互,构建面向应急决策的案例推理智能感知技术和方法,实现基于案例推理的应急决策支持系统与应急平台的功能整合。总之,本项目所构建的案例推理理论与方法将创新我国应急管理理论,挖掘我国现存案例库的决策辅助作用,促进案例库的规范化建设,并在应急平台上实现案例推理的决策支持功能,提高我国应急决策能力。

英文摘要: The project will take the step of decision-making for the emergency as the task, and contribute the building-up of the theory and method for the unconventional emergencies of case-based reasoning. The project will apply the system science, disaster science, management science, information science, psychology, and emergency management theory to carry out interdisciplinary research, and explore the adapted principles and techniques in the evolution of emergency scenarios under Case Quick Search, and establish the case histories and real-time incident information fusion mechanism and events feature information mining technology, and assess the effectiveness of the process and case base model, designed for the case of the emergency decision-makers demand deduction reveal the conditions of human-computer interaction Tip - Epiphany mechanism, case-based reasoning, artificial intelligence technology to achieve the demand for emergency platform decisions and case-based reasoning processdynamic interaction.
