中文摘要: 随着中国改革开放的深入和经济全球化的发展,我国民航业也取得了举世瞩目的成就,显示出了广阔的发展前景和巨大的市场潜力。但随着民航旅客量和运输量的不断扩大, 突发事件发生的概率大大增加,给民航带来了许多新的问题,也使其面临着更多新的挑战。民航是高风险行业,需要不断提高安全管理水平,预防事故发生。同时针对有些事故突发性强,迅速扩大导致后果严重的特点,本课题拟结合国内应急管理体系对民航突发事件应急管理进行系统分析与研究,采用CVaR 风险分析工具、多目标优化等,研究民航运营中典型突发事件案例,分析其相应的规律,预测和模拟各种可能情景;构建定量化性能指标和应急预案;揭示不同风险偏好对于应急决策系统的影响,进而建立更加全面的民航应急决策系统,既尽可能在初期有效控制事故发生和在发生期间有力提升应急响应能力,并且又能在和后期减少事故的损失后果,从而提高民航的应急管理能力,并推动中国民航业的整体发展和进步。

英文摘要: With the development of china economy, civil aviation has been increased significantly. civil aviation is particularly important because of the tremendous impact it has on country economy and security. Meanwhile, emergency about civil aviation has been receiving more and more attention. But these past researches commonly do not consider different risk preference. In order to provide a more practical and meaningful solution to emergency management problem about civil aviation, this project comprehensively uses conditional value-at-risk, multi-objective optimization, game theory, fuzzy and dynamic theory under considering risk preference, multi-scene and so on. In theory aspect, we present these new decision models which reflect both subjective judgment and objective information in real-life circumstances. In application aspect, we construct appropriate system and enhance the overall our government and relative companies competitiveness under considering actual needs.
