中文摘要: 本项目开展“情景-应对”型非常规突发事件演化规律动态评估预测模型与方法研究,构建非常规突发事件演化规律的理论与模型,拟在如下研究领域取得突破:(1)构建面向情景的非常规突发事件影响因素生成、传播扩散和演变的非常规突发事件演化规律的动态预测模型与方法;(2)基于情景本身的要素或数据,对其演变过程中的态势要素、态势分析指标及具体的构成因子进行抽取过滤、集成融合与态势研判技术与方法;(3)基于集成统计测试框架,研究非常规突发事件异常数据与情景数据的非线性特征建模的智能分析技术与方法;(4)基于情景数据与突发事件演化规律,建立数据驱动的预测与多目标决策算法,构建情景数据库和案例数据库,深入研究“情景-应对”型非常规突发事件演化过程动态评估和应对策略。上述研究,紧密结合非常规突发事件应急管理的现实需求,理论实际相融合,为构建“情景-应对”型非常规突发事件应急管理理论体系提供支持。

英文摘要: This project conducts the research on dynamic assessment and prediction models and methods of "scenario-response" types unconventional emergencies evolution law, establishes the theory and model of the evolution of unconventional emergencies, to make significant breakthroughs in the following key scientific issues: 1)build the dynamic prediction models and methods of the evolution law of unconventional emergencies on the influencing factors generation, spread diffusion and evolvement of scenario-oriented unconventional emergencies; 2)based on the elements or data of the scenario itself, develop the techniques and methods of extraction filter integrated fusion and situational judgments for the trend factor in the evolution of the trend analysis of indicators and the specific composition of factor; 3)develop techniques and methods of nonlinear feature modeling, intelligent analysis for the exception data of unconventional emergencies and scenario data analysis based on testing framework; 4)based on the scenario data and incident evolution law, create algorithms of data-driven prediction and multi-criteria decision-making, build scenarios database and case databases, to further study "scenario - response" types unconventional emergencies evolution of dynamic assessment and response strategies.
