中文摘要: 以网络中心战为核心的信息作战是预警作战的主要形式,将战场感知、指挥控制、火力打击等各种作战单元集成为一体化的信息网络体系以夺取信息优势,从而掌握主动权。然而,对于网络中心战意义下的预警信息系统的效能评估,目前缺乏对信息全过程进行评估和度量的有效方法。本课题从预警信息系统体系结构研究出发,综合考察信息作战各个阶段,多角度,全方位对预警信息系统进行评价和量化,构建预警信息系统效能指标体系;采用层次分析法以及多层次灰色理论等方法,研究针对预警信息系统特点的综合效能评估方法;并通过构建SOA与HLA混合分布式预警信息系统作战效能评估仿真系统,对所建立的信息系统效能指标体系和综合效能评估方法进行局部验证和改进,最终形成一套针对预警信息系统的作战综合效能评估方法,为我国战略预警信息系统的验证、论证以及作战使用研究和战略创新提供理论指导和支持。

英文摘要: Contesting information-superiority is crucial for missile defense in the network centric warfare, but there is no unified effectiveness evaluation model to assess the ability of this. Starting form the research of the architecture of Ballistic Missile Defense Information System, this project observes and studies all the stages of information operations,establishes a two/multi-level evaluation index system and tries to quantificate every details of them. And then, based on the researches and analyzing of the index layer correlation, we also further propose the comprehensive evolution approaches. After that, by means of constructing SOA and HLA-combined distributed simulation system, improve and refine the evaluation index system and evaluation approaches established before. Finally, format a set of performance assessment theory suitable for China's Ballistic Missile Defense Information System, which will provide theoretical guidance and support for the validation, demonstration and operational usage of strategic early warning backbone equipments.
