中文摘要: 盐湖资源是我国经济社会发展重要战略资源,目前由于缺少科学的管理系统和合理制度框架,不能有效支撑盐湖资源综合利用技术水平的提高,实现低污染、高效率、可持续发展的目标。本研究抓住国家产业结构调整契机,以可持续发展和循环经济理论为指导,选取中国盐湖最为典型和集中的柴达木盆地进行资源管理与政策研究。在对盐湖的资源禀赋、综合利用技术水平、持续发展潜力及生态压力、现有管理制度和政策水平等进行综合评价的基础上,将国际上最新的综合管理理念与柴达木盐湖资源管理的具体实践紧密结合起来,以资源管理系统的复杂性和动态适应性为重点,构建资源、产业和环境管理为一体的自适应综合管理模式和管理信息系统,建立有效的复合激励机制。阐明科学的管理模式与盐湖资源利用效率提升及可持续发展之间的密切联系,为提高资源综合利用效率提供优化管理模式和政策支持,旨在为青海省乃至整个西部盐湖区加快转变经济发展方式和循环经济的发展提供决策依据。

英文摘要: As one of the most significant strategic resources in China, salt Lake Resources play important roles in the economic and social development. However, as the results of the lack of systematic resource management system and proper institutional platform as well as policy enabling environment for long term, it has been a big challenge to achieve the objectives of reducing pollution, increasing the resource efficiency and driving sustainbel development without causing explicit resource and environmental impact. Based on the principles of sustainable development and recycling economy, and in line with the national latest strategy of optimizing of the industrial structure, this empirical study targets the Qaidam Basin, one typical region of the most concentrating distribution of salt lakes in China, to carry out the empirical and theoritical study on the resource management system and policy approach. Starting from the systematic assessment regarding resource endowment, resource utility efficiency and management performance, enabling and restricting environment as well as the ecological stresses, the study explores the potential to establish an adaptive and integrated salt lake resource management system combining resource management, industries management and environmental management, to respond to the complexity and dynamic characters of salt lake resource system. Moreover, more suggestions regarding policy interventions and establishing multiple motivation system for sustainable resource use are given on the base of the understanding of the internal relations between the scientific management framework and effictive and sustainable resource use, aiming to strength the theoretic and scientific base for the governmental strategic decision-making in the future, and contribute to the smooth transformation of the economic development patterns and the promotion of the recycling economy in Qinghai Provence as well as western China.
