中文摘要: 面对社会经济发展和生态环境保护对水资源需求的持续增长,开展大型灌区水资源的优化调配研究是行之有效的重要措施之一。项目拟以现代系统工程理论和方法为基础,采用系统模拟与系统智能优化相结合的技术路线,提出并研制具有时间滞后性和空间差异性的半分布式系统动力学模拟方法,分别从宏、中、微观多层次描述灌区水资源的需水、供水和用水过程,构建基于多水源、多用户、多目标、环境与社会相协调的现代大型灌区水资源系统模拟模型。基此,结合系统综合评价技术建立灌区水资源系统综合缺水量最小为目标函数,以保障灌区城镇生产生活用水、保证灌区塘坝沟渠一定的生态需水、充分利用降雨资源等为约束,构建大型灌区水资源系统优化调配模型。最后,研制和运用基于遗传算法的大系统智能试验选优方法对该模型进行优化调配研究。项目成果将为灌区水资源可持续开发利用和人水和谐管理提供技术支撑,在区域水资源优化调配理论与实践方面具有重要意义。

英文摘要: Facing the ever-increasing social and ecological demands on our water resources, one partial vital solution to the problem is optimal dispatch and allocation of available water in large-scaled irrigation districts. Based on the principle and methods of modern system engineering, and by use of simulation technique combined with the intelligent optimization methods, this project propose creatively a semi-distributed system-dynamics method which owns the property of time delay and spatial variability. With consideration of multi-water-source, multi-user, multi-objective, and coordination of society and environment, the proposed simulation model can represent separately micro-, meso-, and macro-process of the demanding, supplying and using of irrigation district water. Meanwhile, a system comprehensive assessment technique is embedded into the above simulation model to build an optimal dispatch and allocation model, with the objective of minimizing the total water-shortage, and with the constrains of a) water ensuring for urban productive and life; b) ecological water demanding for ponds and canals; and c)making full use of local precipitation. Ultimately, an experimental optimal design method based on genetic algorithms is studied and used to deal with the problem of dispatch and allocation for water resources in the irrigation district studied. The expecting results of this project would provide technical support for sustainable development of irrigation district water resources and scientific management of human-water harmony, and would have theoretical and practical significance for the optimal dispatch and allocation of area water resources.
