中文摘要: 我国未来重点发展基于卫星、平流层飞艇和飞机的高分辨率对地观测系统,而目前不同类型的观测平台在业务层面上由不同部门进行管理,在组织管理上是松散的、烟囱式的独立运行,无法满足日益复杂的协同对地观测需求。本课题通过研究和分析我国对地观测系统的管控模式与运行特点,针对典型复杂观测任务需求,设计多系统协同对地观测调度框架,研究任务建模、协同模式与策略、不同协同策略下的调度模型与算法,以及多系统协同观测效益的定量化评估方法,解决多系统协同观测调度中涉及的复杂任务分解、集中式与分布式协同策略、协同调度模型与算法等关键技术问题。本课题对我国未来高分辨率对地观测系统的发展有重要的理论支持。

英文摘要: China will focus on the development of high-resolution earth observing systems based on satellites, stratospheric airships and aircrafts in the future, however different types of observing platforms have been managed by different departments at the operational level, the organizational form is loose operate independently, which can not meet the increasingly complex collaborative observation needs. This project will research and analysis of the management and control model of different observing systems, and the operating characteristics of typical complex observation needs, design the scheduling framework of multi-system collaboration, and different collaborative model and strategy, and different collaborative scheduling strategy model and algorithms, as well as multi-systems collaborative quantitative assessment method. We also will solve the complex task decomposition, centralized and distributed collaborative strategy, collaborative planning model and algorithms and other key technical issues. This project will provide an important theoretical support to the development of the high resolution advanced observing systems.
